Over the past twelve years, more than 200 young men have been imprisoned in Armenia for their conscientious objection to military service. In July 2004, it appeared as if Armenia had complied with the Council of Europe’s mandate to offer alternative civilian service as an option to conscientious objectors. However, a closer look reveals something very different.
